Al-Ta’aishi: Kamil Idris Initiative Is a “Manifesto for Prolonging War,” Not a Path to Peace in Sudan

Sudan’s Transitional Peace Government Prime Minister, Mohamed Hassan Al-Ta’aishi, has strongly criticized the initiative proposed by Kamil Idris, describing it as a “guaranteed formula for the continuation of war” and a “clear manifesto for managing the conflict,” rather than a genuine effort to achieve peace.

Speaking in a public address from Nyala, South Darfur, Al-Ta’aishi said Greetings to the proud Sudanese peoples, steadfast in their continuous struggle for freedom, peace, social justice, and a dignified life.

Greetings to the internally displaced and the refugees, who have paid—and continue to pay—a heavy price for this devastating war, bearing in silence and deep pain the suffering wrought by the military elite in general, and the Islamist elite in particular, in their quest to crush the glorious December Revolution and to halt the process of restructuring the Sudanese state that was launched thanks to that great revolution.

Greetings, before and after, to the wounded and the missing, and to our righteous martyrs, the martyrs of the April 15 Revolution and of Sudan’s great revolutions, who sacrificed their lives to build a state in which justice and equal citizenship prevail.

Warm greetings and sincere congratulations to the Sudanese peoples on the blessed Christmas and New Year holidays.

I address you today while our country continues to plunge into the furnace of war, the war of April 15, within a long series of wars imposed by ruthless military and civilian elites upon our peoples, subjecting them to every form of misery and suffering: killing, displacement, forced migration, and deprivation, for selfish and illegitimate political ends, foremost among them remaining in power and preserving political, economic, and social systems that contradict the realities of our country and its historical truths.

Today, more than ever, Sudan needs a clear and firm national stance on the issues of war and peace and the future of the state. This necessity arises from the irresponsible attempts by the Port Sudan authorities to promote their misleading narratives about the war and to evade international efforts aimed at stopping it and achieving peace—most recently what you witnessed in the proceedings of the Security Council session convened at their request regarding Sudan and the Republic of South Sudan, exploiting the period of temporary membership of certain states that support them in the war.

We, in the Peace Government, and in fulfillment of our duty to state the facts and confront falsification and the irresponsible conduct of war advocates and their glorifiers, affirm the following:

First:

Granting international platforms to those who lack legitimacy, to the tools or puppets of military coups, and to those who evade the obligations of peace constitutes a flagrant violation of the principles and charters of the United Nations and the African Union, which suspended Sudan’s membership following the coup carried out by the Port Sudan clique.

Likewise, encouraging war advocates and providing them and the incubators of terrorism with political or diplomatic cover is categorically unacceptable and must cease immediately, without equivocation or justification.

Second:

The so-called initiative put forward by Kamel Idris is nothing more than an explicit manifesto for perpetuating the war. It was prepared within the corridors of the Islamist movement prior to the outbreak of fighting, then adopted by al-Burhan after his flight from the SAF General Command, and is now being repackaged and promoted through Kamil Idris. In its essence and outcomes, it is a guaranteed recipe for the continuation of war and will in no way be a path to peace.

Kamil Idris is not a civilian ruler of the Port Sudan authorities; rather, he is a protégé of the military and a puppet in the hands of war advocates, echoing their rhetoric and implementing their agendas. Thus he has been from the outset, thus our peoples scorched by the fires of war see him, and thus history will one day record his name.

Third:

What al-Burhan and Kamil Idris repeatedly tout as an alleged initiative is nothing more than a clear and declared abdication of the obligations of peace. The Quad countries proposed clear principles and a defined roadmap, including a humanitarian ceasefire to enable the delivery of humanitarian assistance. This initiative, representing a glimmer of hope for Sudanese, has been endorsed by the majority of regional institutions, including the African Union and the European Union, and welcomed by Sudanese civilian and political forces.

We in the Peace Government agreed to the Quad’s principles, publicly welcomed them, and declared our sincere readiness to proceed with their implementation with seriousness and responsibility. We also welcomed President Trump’s statements. Our position did not stem from weakness, nor from greed or bargaining over the principles we proclaimed in the Sudan Founding Charter and the Transitional Constitution of Sudan for 2025; rather, it was an explicit expression of our people’s will to end wars, stop the bloodshed, and achieve a comprehensive and just peace that addresses the root causes of the crisis.

However, the Muslim Brotherhood’s army, and Kamil Idris behind it, continues to evade all these serious initiatives by proposing an illogical, almost farcical initiative, hastily promoted on an international platform just before the expiry of the temporary membership of some of their allies, in a transparent attempt to buy time and perpetuate the war—nothing more.

Insisting on reproducing the war prescription is merely another maneuver to evade the serious international Quad initiative, shirk the obligations of peace, and perpetuate the cycle of violence and destruction.

Fourth:

While we are concerned with the political dimension of the wars currently raging in Sudan, we are equally concerned with the immense suffering endured by Sudanese, especially inside the country. Accordingly, we have repeatedly emphasized, during our meetings with Mr. Tom Fletcher, the urgent need to reach a clear and binding roadmap that enables UN agencies and humanitarian organizations to gain unrestricted access to all Sudanese without discrimination, in all parts of Sudan, free from any obstacles, conditions, or political blackmail.

Today, we reaffirm that we possess the sincere will and full readiness for unconditional cooperation to deliver humanitarian assistance to all Sudanese, who have been deliberately left to face hunger, death, disease, and suffering as a result of deliberate starvation policies and the use of food and medicine as weapons of war.

Fifth:

The crimes committed by the Islamist movement’s army, led by al-Burhan and managed by Kamil Idris, cannot under any circumstances be described as individual excesses or isolated wartime errors. Rather, they represent systematic and deliberate conduct based on a clear policy of ethnic cleansing and genocide.

This policy is carried out through the deliberate targeting of civilians on the basis of identity, skin color, and geographic affiliation; the use of internationally prohibited weapons, including chemical weapons; and the deployment of warplanes and drones that have destroyed villages and claimed the lives of thousands of innocents, who had no connection to hostilities other than their belonging to specific ethnic and geographic groups.

These crimes have been documented in reports issued by independent and specialized international human rights organizations, rising—under international law standards—to war crimes and crimes against humanity, and necessitating accountability and an end to impunity.

Sixth:

We have submitted documented, evidence-based formal complaints to the Quad countries, the United Nations, and the members of the Security Council, foremost among them the United Kingdom and Norway, as well as to the African Union and IGAD, regarding the Islamist movement’s army’s refusal to comply with repeated calls issued by the United States and the rest of the Quad to establish a humanitarian ceasefire.

For our part, we unilaterally declared our commitment to this ceasefire, out of our moral and national responsibility toward civilians and our sincere desire to stop the bloodshed and protect lives.

Yet the continued, troubling international silence and the unjustified disregard for these heinous crimes can only be interpreted as direct encouragement to the Muslim Brotherhood’s army and its extremist militias to continue killing and destruction and to entrench a policy of impunity.

This silence not only prolongs the war; it undermines the foundations of international justice, empties the slogans of civilian protection and human rights of their substance, and sends a dangerous message that Sudanese blood can be shed without accountability or consequence.

Seventh:

The Muslim Brotherhood, past and present, relentlessly drives our country toward war and the abyss. Just as they once led Sudan to fragmentation and division, they are today reproducing the very same tragedy.

As we remind members of the Security Council of their moral and political responsibilities, we stress that the duty of the international community is to confront spoilers of peace, not to reward them or provide them with platforms. These misguided policies are what enabled al-Burhan to deceive the international community and paved the way for his ominous coup against the government of the December Revolution.

Eighth:

The Peace Government reaffirms, once again, its acceptance of an immediate humanitarian ceasefire and its full readiness to enter urgent and comprehensive peace procedures, based on the Quad initiative and the principles on which it rests.

We also reaffirm our firm commitment to the unity of Sudan, founded on the free will of its peoples, on justice and equality, and on building a state of equal citizenship without any religious, ethnic, or regional discrimination, a state that recognizes its diversity and transforms it into a source of strength and stability, not a pretext for exclusion and war.

In conclusion:

Trivializing Sudanese blood is a moral, political, and humanitarian crime that cannot be justified or overlooked. Silence in the face of this brutality does not mean neutrality; it constitutes implicit complicity in the crime and will only lead to further chaos and collapse, not only in Sudan, but across the entire region, posing a direct threat to regional and international peace and security.

Despite the depth of the wounds, the enormity of the tragedies, and the protracted suffering, these wars will not break our will, deter us from the choice of peace, or drive us to despair or surrender. On the contrary, they will only strengthen our resolve to continue the struggle to end the war and build a state of equal citizenship, a state of freedom, social justice, and peace.

As we hold today to the Quad initiative as a serious and responsible framework to stop the war and move toward sustainable peace, we affirm that this position is not temporary; rather, it reflects our integrated vision for comprehensive peace and for building and founding the Sudanese state on new foundations. The Peace Government will remain, without hesitation, aligned with the will of the Sudanese peoples; steadfast in defending their inalienable right to life, dignity, and security; and committed to working with all sincere national and international forces to address the root causes of Sudan’s wars and to build a new Sudan that transcends tragedy, turns the page on violence and injustice, and ends Islamist domination once and for all.
