Sudan today stands at crossroads as the war continues to expand in scope, hate speech
escalates and threatens what remains of the country’s unity, and the humanitarian crisis
deepens, millions of innocent civilians face death from starvation, outbreak of disease and
malnutrition, as a result of a protracted and debilitating ongoing war.
In furtherance of the objectives, principles and charters endorsed by the Sudanese
Declaration of Principles Forces, the Sudan Liberation Movement and the Unionist
Alliance Party reaffirm their unequivocal commitment thereto as a national and historical
responsibility and their perseverance to translate them into an integrated Programme of
political action that addresses the root causes of the Sudanese crisis and its historical
imbalances. Building on these objectives and the shared vision, and following intensive
deliberations and consultations the two parties, have agreed as follows: –
1- The war currently raging has exacted a heavy toll in human life and inflicted
devastating destruction on civilian property throughout the country. Halting and
ending it is an urgent national duty that brooks no delay; allowing it to escalate
further would threaten the very existence of the state.
2- The unity and sovereignty of Sudan are sacrosanct. Accordingly, the two parties
agreed to work together diligently and sincerely, and to exert every possible effort
to avert any scenario aimed at undermining the country’s unity with a view to
securing political gain.
3- There is no military solution to the ongoing conflict. We therefore urge the parties
to the conflict to place the interests and lives of the Sudanese people above all else,
to cease hostilities, to allow the unimpeded, safe and timely delivery of
humanitarian relief to affected civilian in full compliance with the international
humanitarian law, and to refrain from using humanitarian assistance as a weapon
of war.
4- The Sudanese people have made their voice heard with respect to military rule and
topple al-Bashir regime during the glorious December People’s Revolution.
Accordingly, the two parties agreed to work towards restoring, safeguarding and
advancing the principles and objectives of the Revolution; to exclude the National
Congress Party(NCP), the Sudanese Islamic Movement(SIM) and their affiliated
facades from all forms of political participation; and to determine the future of
Sudan.
5- Finally, the two parties stressed the necessity of a Sudanese-led and Sudaneseowned political Process that addresses the root causes of the historical crisis of the
Sudanese problem and ultimately leads to the establishment of a state founded on
equal citizenship and the rule of law, with a single, united professional national
army based on a new military doctrine, tasked with protecting the civilian, the
constitution and national sovereignty under a civilian-led leadership elected by the
people, and not with defending dictatorial regimes or narrow partisan interests.
