The Deputy Commander of the Rapid Support Forces (RSF), Lieutenant General Abdelrahim Hamdan Daglo, issued today (Thursday) Command Order No. (7) for the year 2025, pursuant to the provisions of Article (25) of the RSF Act of 2017, directing all RSF personnel to strictly adhere to the law, military discipline, and the Code of Conduct during wartime operations.
The Deputy Commander of the Rapid Support Forces (RSF) issued today, 30 October 2025, Command Order No. (7) for the year 2025, pursuant to the provisions of Article (25) of the Rapid Support Forces Act of 2017.
The order directs all RSF personnel to adhere strictly to the law, rules of conduct, and military discipline during wartime, while emphasizing the protection of civilians, the facilitation of humanitarian assistance, and the prevention of any violations of human dignity or breaches of international conventions foremost among them, the Geneva Conventions.

Decisions of the Deputy Commander of the Rapid Support Forces
Command Order No. (7) for the Year 2025
Pursuant to the provisions of Article 25 of the Rapid Support Forces Act of 2017, the following orders are hereby issued:
First: Duties to Be Observed During War
- All members of the Rapid Support Forces must observe the provisions of the Rapid Support Forces Act of 2017 and adhere to it throughout the period of war, safeguarding the nation wherever RSF members are deployed, and ensuring compliance with the following at all times.
- Full compliance with the Code of Conduct and Rules of Engagement issued by the Commander of the Rapid Support Forces on 12 December 2021.
- Work to protect civilians, facilitate their movement, and provide assistance to them.
- Allow all civilians to voluntarily and safely leave areas of hostilities or besieged zones.
- Refrain from recruiting or using children in hostilities.
- Refrain from enforced disappearances or arbitrary detention of civilians.
- Refrain from all forms of torture or cruel, inhuman, or degrading treatment, including all forms of sexual violence.
- It is strictly forbidden to target civilians, their property, or civilian facilities.
- Refrain from any assault on personal dignity or degrading treatment of any civilian under any circumstances.
- Ensure full care for the wounded and sick, providing necessary food and medical assistance.
- Protect and preserve civilian objects and property.
- Provide assistance and protection to humanitarian agencies and facilitate their work during wartime.
- Respect the emblems of the Red Cross, Red Crescent, and other humanitarian organizations, cooperate fully with them, and ensure the safety of humanitarian workers.
- Allow the secure and unimpeded passage of humanitarian aid.
- Treat all persons deprived of their liberty, including prisoners of war, humanely.
Second: Responsibilities of RSF Military Commanders
- Ensure that all RSF personnel under their command comply fully with their obligations under the Rapid Support Forces Act and relevant international agreements, particularly the Geneva Conventions.
- Commanders must discipline violators and report such violations to their superior officers and the competent authorities.
- Maintain control of their forces by ensuring strict discipline at all times.
- Take all possible measures to protect civilians and civilian property when planning and conducting operations.
- Take necessary steps to prevent crimes, abuses, or violations by individuals.
- In accordance with the RSF Act, commanders must take immediate disciplinary or criminal action against individuals responsible for such acts or crimes.
Third:
Any person who violates this order shall be referred to a field court on charges of disobeying orders and shall be subject to the penalties prescribed in the Rapid Support Forces Act of 2017.
