Conference on the Peaceful Coexistence and mending of the Social Fabric to the areas of Kass, South and West Jebel Marra
An Agreement Document to mend the Social Fabric
Conference on the Peaceful Coexistence Praise be to God and his success, that an agreement was reached between the parties
which gathered from the committees for peaceful coexistence in Kass, Nyama, South
and West of Jebel Marra, and they have agreed on the followings :-
First: We affirm the freedom of the movement of the civilian and the practice of his/her agricultural, pastoral, commercial and livelihood activities, regardless of his/her religion, race or tribe within the liberated territories as long as he/she adheres to the laws and regulations of the movement in the areas under its control.
Second: We emphasize the necessity of rejecting hate speech and stopping all aspects of hostilities that demean human dignity
Third: Problems and incidents that occur between the parties shall be resolved customarily through specialized community committees, away from blocking roads and pastures and attacking on civilians and their properties.
Fourth: The committee’s future vision for the peaceful coexistence was determined in
the following four axes:-
1- Roads
2- Markets
3- Pastures
4- Farmlands2
1- The Main and Secondary Roads
1- All main and secondary roads leading to and from all areas shall be open before
the movement of civilians’ commercial vehicles to transport goods and
merchandise commodities, carrying civilians and allow passing of convoys of humanitarian organizations.
2- To organize gates and security checkpoints on the roads according to the
Followings:-
A- Reducing and legalizing the gates and security checkpoints on the main roads to the minimum possible
B- Identifying the official gates and checkpoints with specific labels and numbers
C- The officials of the security gates and checkpoints must be formally affiliated
to one of the two institutions either the Sudan Liberation Movement/Army (SLM/A) or the Rapid Support Forces (RSFs)
D- Non discrimination between the tribes in the gates and security checkpoints
E- To put specific tariff for vehicles at the gates according to their load
F- Repudiate hat speech and racism on the roads and at the gates
G- Not to attack civilians by beating, torturing, kidnapping or plundering in all
roads
2- The Markets
All markets shall be gradually open to civilians according to the following
regulations:-
A- The civilians must abide by not carrying fire arms, wearing turban /a piece of
cloth which wrapped around the head that hide the wearer’s face ( Kadamoul) or ride motorbikes
B- Only civil vehicles and trucks are allowed to enter
C- Prohibition of trading in all types of forbidden items, such as narcotics,
alcohol, prohibited body creams and expired consumer goods3
D- Opening additional markets to provide goods and merchandise commodities
from neighboring countries and the general trade exchange
3- Pasture Protection
A- Grazing is permitted in areas which allocated for grazing ,away from the
military defenses, at a distance of three kilometers in all directions
B- Pastoralists are allowed to water from the known water wells that are
designated along pasture tracks
C- In case of any attack on a pastoralist or the theft or assault of his livestock, the
responsibility falls on the party that has a security control over the area, and the matter shall be dealt with through the social fabric committee, within whose jurisdiction the incident occurs
D- Grazing is allowed on rain- fed farmlands after the end of the agricultural season and the beginning of the releasing of livestock period ( Talaga) on the
first of February
E- Grazing is not permitted at all in the irrigated summer farming or orchard gardens
4- The Rainfall Agricultural Season
1- A sub – committee to protect the agricultural season from the farmers and pastoralists shall be formed to perform the following tasks:-
A- Assessing the damage to the farms and compensating them.
B- Establishing of corrals for the lost livestock and setting a specific tariff for them
C- To determine fines on those who deliberately transgress on farms
D- To identify pastures and tracks for the pastoralists, away from farmlands until the end of the rainy agricultural season
E- The rain-fed agricultural season and its protection shall continue until the beginning of the livestock releasing period (Talaga) on the first of February in each year4
F- The irrigated summer farming and orchard gardens has no release period
The parties further agreed on and affirmed the following points:-
1- The crime shall be dealt with like a dog that follows its owner and has nothing to do with the tribe
2-The dialogue should be an approach and behavior to resolve problems that occur
in the community
3- The crime should not be hidden by the tribe
4- The committees must work to build trust among the tribes
5- Addressing the issue of burned villages and nomad’s dwellings (Furgan) and the
looted funds through various committees
6- To tackle the issue of Kalokitting road
7- Facilitating the entry of tribes into Tur town to check on their stores and shops
8- The demand of the social fabric committee of Kass for the necessity of
withdrawing the defense post from Fuguri Mountain to Tur is to be referred to
the military leadership of the Sudan Liberation Movement/Army
Finally: All parties must adhere to what has been agreed upon, with the necessity for
the existence of a committee to monitor the implementation of this agreement.
